Emergency plumber, 24 hours
The night call. What to do first is on the board above; the full list is on the page.
A pipe let go at 2 a.m., the water heater is on the garage floor, the tub is filling with what went down the toilet: call a plumber who works your part of Jacksonville and the First Coast. The same number books a water heater replacement for a weekday morning.

The night call. What to do first is on the board above; the full list is on the page.
Kitchen, tub, main line. Cable, jetter, or camera first depends on how it clogged.
Leaking tank, no hot water, the rotten-egg smell: repair or replacement, the JEA and Clay Electric rebates, and the permit every swap needs.
A JEA bill that jumped, a warm spot on the tile, a meter that spins with everything off.
Polybutylene in Mandarin and the Southside, galvanized in Riverside: what the four-point inspection sees.
Roots, cast iron, backups after a storm, and the JEA phase-out that brings sewer to a septic street.
The everyday call, and why scale, not gasket rot, is the enemy on chlorinated well water.
Every two years on an irrigation system; JEA runs a checkup program that schedules it.
JEA pumps it from the Floridan aquifer, a thousand feet down, aerates out the sulfur and chlorinates it. It is very hard, and how hard depends on your ZIP.
JEA's own table: 372 mg/L, 22 grains per gallon, the top of the service area. St. Johns Forest and the Southside are close behind.
The Clay County side of the river runs 7 to 8 grains; the Westside 8 to 11; downtown 14. Same aquifer, different wells.
JEA disinfects with chlorine. Rubber parts last; scale builds on elements, aerators and cartridges and shortens their lives.
Hydrogen sulfide from the aquifer, and sulfur bacteria reacting with a water heater's magnesium anode: the rotten-egg call. When it is the heater, the usual fix is an anode swap and a flush; the contractor rules out the supply and the drains first.

A plumbing job in Duval is permitted through the City; the river decides where a replacement water heater may sit; the state changed the permit rules this year without changing them for plumbing.
The St. Johns River at Jacksonville reached 5.57 feet, its highest since 1846; San Marco, Riverside, Ortega and downtown flooded. Jacksonville's floodplain ordinance sets the design flood elevation two feet above the base flood elevation, and the Florida Building Code puts mechanical and plumbing equipment in new and substantially improved construction at or above it; a flood-damaged water heater comes back on a platform.
City of Jacksonville floodplain definitions; NWS JacksonvilleHB 803 (effective July 1, 2026) lets single-family owners do work under $7,500 without a permit, except electrical, plumbing, structural, mechanical and gas work. A water heater still needs a plumbing permit through JaxEPICS; fixture swaps after the stop and drain clearing do not.
CS/CS/HB 803 (2026); COJ Building Inspection DivisionPermits applied for before December 31, 2026 are reviewed under the Florida Building Code, Plumbing, 8th Edition; after that, the 9th. A direct contract over $5,000 also needs a Notice of Commencement before the first inspection.
Florida Building Commission; s. 713.135, F.S.Electric providers in the region include JEA in most of Duval, Clay Electric Cooperative in much of Clay and parts of the Westside, the City of Green Cove Springs' own electric utility, Beaches Energy Services in Jacksonville Beach, Neptune Beach and Ponte Vedra Beach, Florida Public Utilities on Amelia Island, FPL in St. Augustine and Nocatee, and FPL or Okefenoke REMC on mainland Nassau depending on the address. Rebate eligibility follows the account on your bill, not the county or the ZIP. The amounts live on the utilities' pages, so the site describes and links.

Florida Public Utilities (Amelia Island), FPL (St. Augustine, Nocatee, parts of Nassau), Okefenoke REMC (parts of Nassau) and Green Cove Springs list their own programs; ask the utility on your bill before you buy the unit.
Beaches Energy rebates →Federal rule to know: electric storage water heaters over 35 gallons manufactured on or after May 6, 2029 must use heat-pump technology (DOE final rule, May 2024). A standard tank bought now is legal to install and service for its life; the 25C federal credit ended for equipment placed in service after December 31, 2025.
Jacksonville still has whole neighborhoods on septic tanks, and since the City Council approved the Septic Tank Phase Out program on August 23, 2016, JEA has been bringing sewer to them: Biltmore C finished in 2022, Beverly Hills West in 2023, Beverly Hills East in 2024, with Christobel and Riverview next. Within a designated project area, 70 percent of the property owners have to sign up before the project moves into design, bidding and construction, and JEA says the physical connections come several years after that; the connection on private property is done by the program, and the old tank is pumped, holed and filled with sand in place. Outside a program street, a septic failure is a DEP-permitted repair, and on lots under an acre in the Lower St. Johns basin a new system has to be an enhanced nutrient-reducing one.
Ten areas with their own pages: which office permits the work, whose electricity and how hard JEA's water is in that ZIP, what the housing era did to the pipes, and what the river did in 2017.
No. The name is the promise that the phone answers at 2 a.m.; the same plumbers take the drain that clogs every month, the water heater you want replaced before it fails, the repipe the insurer asked for, and the backflow test JEA scheduled.
Sulfur. The Floridan aquifer carries hydrogen sulfide, JEA aerates most of it out, and what remains feeds sulfur bacteria inside a water heater, where they react with the magnesium anode rod. When the smell is in the hot water only, the usual fix is swapping the anode for an aluminum-zinc or powered one and flushing the tank. If cold water smells too, the smell may be coming from the supply, a softener, or a drain near the tap rather than the heater, and the contractor traces it before anyone buys a filter.
Yes. The City's Building Inspection Division lists water heaters among the replacements that need a plumbing permit (fixture swaps after the stop and drain clearing do not), and the 2026 $7,500 exemption excludes plumbing. The plumber pulls it through JaxEPICS in their own license; the Beaches cities and the other counties have their own portals.
Turn everything off and watch the meter. If the small dial moves, water is leaving the system: a toilet flapper, an irrigation valve, or a copper line under the slab. A plumber isolates it with the meter test, a pressure test and acoustic or thermal detection before anyone opens a floor.
Citizens' published rule is that only dwellings 20 years old or newer with polybutylene can be eligible, and only with no leaks or unrepaired water damage; polybutylene went out of use around 1995, so in practice the answer is a repipe. Mandarin, the Southside and Orange Park were built in those years. Your underwriter decides; the contractor quotes the repipe and the permit it needs.
